Cystic fibrosis is genetic problem with the Chloride Channel in the cells. To answer your question the sodium and chloride has trouble leaving your cells in to the extracellular areas such a the airways. Which means that the water moves intracellularly. Because of this problem, the patient develope really thick mucus which has difficulty coughing up. This allows certain pathogens like psuedomonas sp. to grow and develope pneumonias. In a nut shell.
I have seen many cystic fibrosis patients at all stages of the disease and osmosis does not enter into the disease in any way. It is a completely irrelevant term in any disease.
